the oil part, usually u pour oil into heated wok then the hot oil gets removed, then add cold oil it prevents wok/pan from sticking -_- but who am i, maybe to keep the dish from becoming too oily or they want the "burnt" smokey taste

Just pointing out that "Western Chinese" Cuisine means Uyghur food, they are the native Muslim population of Western China that eat this form of food.
